Richard is a graduate of Georgetown University (B.S. in Foreign Service) and the University of Chicago (M.A. in Public Policy Studies).〔(Profile from the State Department )〕 In 1984, she became a Presidential Management Intern and was hired by the U.S. Office of Management and Budget.〔 She lived in West Germany 1985-86 as a fellow of the Robert Bosch Foundation but returned to OMB afterwards.〔 She joined the State Department in 1990. She was a fellow of the Council on Foreign Relations from 1993 to 1994 and during this time helped to create the International Crisis Group.〔 She served as an Advisor in the United States Deputy Secretary of State's Office of Policy and Resources at the State Department.
